MAT #SAMPLES <matrix>,N,n,m,<rand> 
makes m random samples of size n from integers 1,2,...,N
using random number generator <rand>.
The samples generated are saved as a n x m matrix file <matrix>.

MAT LOAD LOTTO,123,CUR+1
