Mean-deviation plots

These graphs are made by the sucro command
/DEVPLOT <data>,<type> 
where <type> is either VBAR or HBAR. The means of selected variables
are plotted as bars with line segments indicating the interval
(mean-stddev,mean+stddev).
/DEVPLOT creates and activates a GPLOT scheme which can be edited
afterwards according to the needs of the user.
